Create User Access Wallet

/tnt/:tid/user/access_wallet

Create user access wallet using either a JWT or an issuer+ident pair. Funding source is the calling tenant admin's faucet. These contracts are required for adding users to groups in the Content Fabric core. Auth Note: The caller must be a tenant admin, content admin, or global admin; if using the issuer+ident form, the caller must be a global admin.
